Tunneling oscillations induced in a double quantum well by a monochromatic electromagnetic wave incident perpendicularly to the plane of the well, and polarized along the direction of its growth, are treated. For the wave frequency in proximity to the energy difference between two states of opposite symmetry, a periodic energy exchange between the wave and a carrier which moves from one energy state to the other is established. When the carrier starts from the low energy level it borrows energy from (...) the wave until it reaches the higher energy state. On its way the carrier performs current oscillations that cease whenever it reaches an eigenstate. Similarly, oscillation is required during the carrier's motion from the high to the low energy state for the photon emission in order that the radiation gets back the energy already given to the carrier. Thus an accelerating charge not only radiates, but also absorbs wave energy. When there prevails a considerable population difference between the two levels the possibility of quantum beat exits. Louis Dumont is a distinguished Indianist but his later work has undertaken to ground an allegedly general need for holism and hierarchy in comparative historical sociology. Dumont's anti‐individualist thrust, depicting as it does modern Western culture as an aberration, a kind of social disease inviting in the long run an even worse cure—the nemesis of totalitarianism— enjoyed in the 80s the status of a modern classic of sociological wisdom. Even those who, like the new humanist thinkers in France (Luc Ferry, (...) Alain Renaut, Tzvetan Todorov) fight the influential antimodern stances of Heidegger or Leo Strauss, have come to share Dumont's strictures against individualism. This paper describes the main theses of Dumont's latest book, translated into English as Essays on Individualism, while at the same time sketching a liberal critique of his anti‐individualist bias. This volume presents new texts of Cicero's dialogues on political philosophy, De Re Publica and De Legibus, together with corrected versions of the editor's previously published editions of Cato Maior de Senectute and Laelius de Amicitia. The texts are based on a full reconsideration of the manuscript evidence and are presented in a clear and readable form.

The question we have been investigating is whether the nonlocality of standard quantum mechanics is the private domain of Nature, as is generally assumed by the physics community, or whether in special circumstances the nonlocal connection between subsystems can be used to send signals from one observer to another. With the aid of generous private contributions and some use of CENPA resources, we have continued the work on this test of nonlocal quantum communication, which has been reported in the past (...) three years1�2�3. The initial configuration of the experiment, as described in the first two references, employed a high power argon-ion laser operating at about 1 W in the ultraviolet at 351 nm that pumped nonlinear crystals (BBO or LiIO3) to produce pairs of momentum-entangled 702 nm photons, on which measurements were subsequently performed. It was concluded that signal-to-noise limitations from fluoresence photons competing with the down-converted photons prevented the planned measurements using the initial configuration. (shrink)

In this essay, the author both reviews Scott Sowerby's book Making Toleration: The Repealers and the Glorious Revolution and makes a late contribution to, or comment on, the Common Knowledge symposium “Fuzzy Studies”. Sowerby opposes the “Whig interpretation” that James II was attempting to reinstate Stuart “popery and arbitrary government” and instead presents James II's policies as aimed at liberation of the Stuart monarchy from the borough, county, and clerical elites that had brought it back to power and regarded restoration (...) of the Church of England as their instrument and identity. The king thus had his own reasons for upholding the liberty of conscience, and so James II can be found using the language of a skeptical Enlightenment, while at the same time affirming the absoluteness of his authority and incurring the suspicion of popery. How “toleration” of Catholics and dissenters came about in Britain must be told by narrating the “hard” histories of various state structures, but there is a larger and “softer” history of Enlightenment to be extracted from that of the European ancien régime, in whose history and downfall “British history” has a part that can be narrated in both “hard” and “soft” terms. The recent revisionist accounts of James II — of which Sowerby's is said in this review to be among the best — offer the king a new role at that regime's beginnings. This review concludes by arguing that the pursuit of history as it has come to be practiced is among the “softest” modes of explanation — since it consists of the unending and unlimited pursuit of the contexts in which actions, words, and processes have been situated and need to be studied — and that the more there are of these, the more meanings the actions may bear and the fewer reasons there are for the use of Occam's razor. “The notion of ‘fuzziness’ ” does not disturb historians, as it does scholars in some other disciplines, since historians have at their disposal an established contextualist “means of navigating it.”. La Philosophie de la Technique compte des centaoines de titres a l'etranger mais reste balbutiante en France. Or la technique constitue bien le milieu universel dans lequel desormais nous naissons, vivons et mourrons. Il n'est pas sur que cette technique englobante, qui innerve notre temps et notre espace, puisse encore etre consideree comme un ensemble d'outils au service de l'Homme et comme une science appliquee. L'Homme suivant toutes ses dimensions, est mis en question par la technique contemporaine. La science est (...) si essentiellement enchevetree a la technique, qui est operation (action et manipulation), qu'il n'y a plus de science pure, c'est-a-dire neutre et innocente. Voila pourquoi la Philosophie de la Technique rencontre la problematique ethique non de l'exterieur mais necessairement et essentiellement. Que dois-je faire? depend fondamentalement de ce que j'ai la capacite de faire. La technique, qui a radicalement modifie la nature et le champ du pouvoir-faire humain, individuel et collectif, exige du meme coup que la question ethique soit fondamentalement reconsideree. Ethique et Technique n'intervient donc pas comme un chapitre quelconque de la Philosophie de la Technique, mais peut-etre bien comme le coeur meme de ce nouveau champ de reflexion. (shrink)
